CA Legislature coverage runs as a separate Leginfo check, not as rows in monitored_pages. Federal Register agency pages are the current federal rulemaking radar layer; Regulations.gov search pages are not direct daily sources yet because they require a narrower item-level API/parser path. CDPH, Franchise Tax Board, and CDTFA are not direct daily sources in the core HR package; employer-relevant items from those bodies can still surface through OAL and Legislature monitoring.
